Answer:
1. Export the Original "Check in" and "Check out".
2. Import the file which is exported in step 1. It will generate the new functionID.
3. Open the "Business Function" Module, Click "add sub level" in the OTHER and fill up the function ID, description ....
"Check out" same process with "Check In"
4. Open "Role Authorization" module, Click the "WMSADMINS" and find OTHER folder to enable the "check in" and "check out" function.

Summary of issue/request/query
Today I saw in RF DEV there is no check-in/ check-out in menu Other, then I found in RF menu’s there is available in menu inbound as attachment below.
