RF-PICK&SORT not complete pick for 18 BIN - no PTL details

Detailed description of issue:
1. 1 Wave 18 orders, but after operation team finish pick,
there are few orders not in pick&sort process.
Example:
W2302130029
After They RF-pick&Sort,
there only pick 13 bin (13 orders)
5 orders still allocate

Investigation:
If is because fully allocated wave should not be unallocated by order. It will cause the wave to partial allocate and it will cause this issue to occur.
After fully allocated a wave and if need to unallocate, please use wave unallocation and not order unallocation.
If so happen the order unallocation is used, then can do the following:
If the wave is already half way in picking then use order picking to complete it.
If the wave have not started yet, then use the reset PTL.
