DEL_LOGS Timer Rule unable to activate/deactivate

We are unable to change the active flag for the DEL_LOGS Timer Rule, please see screenshot (account being used has superuser privileges):

Since version 6.1.2 this option in timer has been disabled from UI.

The reason as below:

There is no mechanism in place to verify that the deletion log timer is running (DEL_LOGS) across all projects. This oversight has led to uncontrolled log accumulation in some instances, resulting in excessive disk space consumption and for some the slow performance in WMS.
